Citizens Advice is a long-established and trusted brand across the country that is known for helping and making a difference to those in need of support. Across England and Wales, the Citizens Advice service comprises Citizens Advice – the national charity with 6 national offices, and a network of approximately 300 independent, local Citizens Advice services that offer direct support to people in their areas.

The Citizens Advice service is independent and provides free, confidential and impartial advice to everybody regardless of race, gender, sexuality or disability - whatever the problem, people are not turned away. All local Citizens Advice services share the same aims - to ensure that individuals do not suffer through lack of knowledge of their rights and responsibilities or the service available to them or through an inability to express their needs effectively. Equally, the look to exercise a responsible influence on the development of social policies and services, both locally and nationally.

Formed in 1992, Citizens Advice St Helens was an amalgamation of Newton-le-Willows Citizens Advice Bureau and St Helens Citizens Advice Bureau. Aligned to the nationwide model, Citizens Advice St Helens provides free, independent, confidential and impartial advice to everyone on their rights and responsibilities. It values diversity, promotes equality and challenges discrimination. It provides the advice that people need for the problems they face, and it influences and improves the policies and practices that affect people’s lives in their local area. Their confidential, independent and free advice is available across a wide range of topics including debt, benefits, housing, employment, consumerism, travel, education, health and taxes.

The Chief Officer will lead and manage Citizens Advice St Helens while developing and implementing strategic and operational plans. Responsible for delivering strategic development through the effective management and development of services, the Chief Officer will build strong and sustainable relationships with key stakeholders at a strategic, national, regional and local level. They will work collaboratively with the staff team and board to ensure there is an inclusive, rights-based approach to work that also conforms with the requirements of the Charity Commission, Companies House and HMRC. The Chief Officer is responsible for the economic viability, financial welfare and sustainability of the charity as well as driving the staff team to continue delivering quality standards across the organisation.

To be considered for the Chief Officer role at Citizens Advice St Helens, you must be a proven leader and manager with experience working within a senior management team. Alongside this, you will have been successful in managing and developing staff and volunteers during your career. This role will require someone with a demonstrable track record of innovation and success in business development and income generation, specifically in bid and contract management where you will be skilled in creating strong and successful content for winning contracts/ grants. Your experience will be underpinned by excellent communication skills at both a strategic level within and outside the organisation. As with any senior leadership role, you will hold budgetary responsibility and will have broad financial management experience. Given the nature of the work Citizens Advice St Helens does, we will expect you to understand the advice sector and have experience of equity, diversity and inclusion best practices. Also, you must demonstrate an awareness and understanding of the issues that are faced by residents in St Helens such as poverty, unemployment and ill-health. These issues are not unique to St Helens and are faced across the UK and we are open to applications from people who have experience working with similar issues in other areas.
